The Water Services Association of Australia welcomes the opportunity to comment on the Queensland Department of State Development and Infrastructure Planning’s discussion paper 'Infrastructure planning and charging framework review: options for the reform of Queensland’s local infrastructure planning and charges framework'. This submision discusses elements of the discussion paper including key features of the policy landscape, developer contributions in theory and practice and ptions for a capped regime.
